Barcelon Associates Management Corporation is dedicated to the management and preservation of affordable housing. Our experience spans over 38 years and 3 generations of Barcelon family members in key management roles. We believe in long-term relationships, having many clients who have worked with us for 20 or more years. Our culture is guided by looking out for the best interest of our clients and our residents.

Managing CEO
Mark joined Barcelon Associates in 1983, after serving in the US Marine Corps. He spent some time working for Brown and Root Construction and graduated from California State University Hayward. Mark has served as a member and past President of the Association of Housing Management Agents of Northern California and Nevada (AHMA-NCH). Currently, Mark oversees corporate culture, strategic management, legal aspects, and works closely with the Co-CEO and Executive Team.

Sandy joined the Barcelon team in 1981, originally serving as Executive Assistant to Ted Barcelon, Sr., the founder of the firm. Sandy transitioned from Executive Assistant to Occupancy Specialist, Asset Manager, and in 2002 became the Co-CEO. She works closely with the Executive team, handles special projects, and still maintains management a small portfolio of properties.

Sean Barcelon
Director of Asset Management

Sean started with Barcelon Associates in 2009, graduated from San Diego State University in 2013. Sean brings extensive asset management qualifications and training to the Barcelon team. He is a Real Estate Broker and maintains numerous affordable housing designations. Sean collaborates with the CEOs and Executive team, and supervises on-site management teams. He works with our clients (co-ops, boards of directors, and partnerships) to oversee affordable housing refinance projects and preservation efforts. Sean has and continues to serve as a Barcelon team leader with various lenders as Owner Representative.

Christine Freeze
Executive Administrator

Christine joined Barcelon Associates in 1997. She coordinates and prepares all regulatory agency submittals and assists the Executive staff in all aspects related to the Asset Management division, specifically with HUD and CalHFA properties, including Replacement Reserve requests, Section 8 contract renewals, rent increases (Annual Adjustment Factors [AAF] and Operating Cost Adjustment Factor [OCAF]), utility analyses, annual welfare exemptions, revises Affirmative Fair Housing Marketing Plans (AFHMP), physical inspection responses, regulatory-initiated Management Occupancy Review (MOR) preparation, and revises lease documents as income limits, regulations, and policies change.

Fatemeh Winans
Occupancy Director

Fatemeh came aboard in 2001. She is a Certified Occupancy Specialist (COS), a Housing Credit Certified Professional, and a Certified Low-Income Tax Credit Professional. Fatemeh is knowledgeable and capable in working with RealPage’s OneSite system, and HUD’s Secure Systems, including Public and Indian Housing Information Center (PIC) data. She is primarily responsible for the monthly subsidy billing for all properties, annual reports, supervision and training of site occupancy staff, and assisting sites to prepare for annual management and occupancy reviews (MORs) by government regulators, including HUD, CalHFA, TCAC, and local redevelopment agencies.

Ryan Geer
Asset Manager

Ryan started with Barcelon Associates in 2011. He serves multiple clients, ensuring that their assets and residents are well cared for in both senior and mobility impaired affordable housing communities. In addition to managing a portfolio of properties, Ryan is also involved in refinancing, preservation of affordable housing, and overseeing rehabilitation projects.

Michele McKeane
Compliance Asset Manager

Michele came aboard in 2011. She has expertise in RealPage’s OneSite system and HUD’s Secure Systems, including EIV and knowledge of HUD’s ever-changing rules and regulations. She takes on current hot topics in affordable housing, including VAWA implementation, Bed Bug policy, and Utility Benchmarking to ensure implementation of policy and regulation changes. Michele also provides training of on-site occupancy staff, including oversight of waiting list management, and coordinates preparation of HUD management and occupancy reviews (MORs).
